Terms of Use
1. Who we are
TenderDigest ("the Service") is an initiative of Synquire. The Service provides intelligence on public procurement — a weekly digest, analysis articles, market statistics, buyer and winner intelligence, and subscriber tools such as tender tracking, profile-matched alerts and buyer-follow alerts — built on official open data, primarily TED (Tenders Electronic Daily, the EU public-procurement journal) and, where offered, other official national sources. Belgium is the home market; coverage of further markets may be offered at different tiers.
2. The service, your account, and paid tiers
The Reader tier is free and requires a valid email address confirmed via double opt-in. Subscriber access is personal and non-transferable; your access link functions as your credential — keep it private.
Paid subscriptions (Founding member, Pro, and future coverage tiers) are billed annually per seat through our payment provider, Stripe; we never see or store your card details. Subscriptions renew automatically each year; you can cancel at any time and access runs to the end of the paid period. Prices exclude VAT, which is applied at checkout where required. The founding-member price is guaranteed for the lifetime of an uninterrupted subscription. Fees for a started subscription year are non-refundable except where consumer law provides otherwise; statutory withdrawal rights, where applicable, are honoured. We may modify features; if we materially reduce a paid tier's scope, you may cancel with pro-rata refund of the unused period.
3. Acceptable use — no scraping
You may browse the Service, cite it with attribution, and use the data we expose for your own business decisions. You may not, without our prior written consent:
- access the Service by automated means (scrapers, crawlers, bots, headless browsers) other than public search-engine indexing of free pages;
- bulk-extract, harvest or systematically copy content, statistics, scores, rankings or any substantial part of our database, whether manually or by automated means;
- resell, sublicense, redistribute or republish Service content or data, or use it to build or train a competing product or dataset;
- share subscriber access links, circumvent access controls, gates or rate limits, or probe the Service for vulnerabilities.
Buyer contact details. Dossiers may include procurement contact points as published in official notices. Subscribers may use them for their own, tender-related business communication. Bulk export beyond the provided CSV, resale, list-building for mass marketing, or any use contrary to applicable direct-marketing and data-protection rules (GDPR, ePrivacy) is prohibited. You are the controller of any outreach you undertake.
The underlying TED notices are EU open data and remain freely available at ted.europa.eu. What this clause protects is our curation, enrichment, scoring and compilation, which are protected by database rights (Directive 96/9/EC) and applicable copyright.
4. Content and no-reliance
Commentary is AI-drafted and human-reviewed. Source data is frequently incomplete; every aggregate carries a coverage figure and estimates (including re-tender windows and competitiveness scores) are exactly that — estimates. The Service is provided "as is", without warranty of completeness, accuracy or fitness for a particular purpose. Nothing on the Service is legal, financial or bidding advice; always verify against the official notice on TED before acting. To the maximum extent permitted by law, our liability arising from use of the Service is limited to the amount you paid us in the twelve months preceding the claim (zero during the free beta).
5. Termination
You can unsubscribe at any time via the link in any email. We may suspend or terminate access that breaches these terms, including scraping or access-sharing.
6. Law and forum
These terms are governed by Belgian law; the courts of Brussels have exclusive jurisdiction. If a provision is held invalid, the remainder stays in force. We may update these terms; material changes will be announced on the Service.
